This occurs because the server's IP has been abused through excessive email sending (whether legitimate or spam), causing the IP to be labeled as the source of malicious messages.
The unique feature of this system is that it always sends your message from IP addresses with an excellent ("clean") reputation. In the unfortunate event that a recipient's server rejects one of your messages, the system promptly resends it from another IP.
Your message is automatically resent until it reaches the recipient.
